Harold Cecil Rowley of Thornbury, City of Darebin County, VIC Australia was born in 1895 in Maffra, Wellington Shire County to Thomas Rowley and Sarah Ann (Jessep) Rowley. He had siblings Arnold James Rowley, Stanley Jessep Rowley, Cordelia Eveline Rowley, and Leslie James Rowley. Harold Rowley married Elsie Claudine Dunkley in 1922, and died at age 64 years old in October 1960 in Thornbury, City of Darebin County.

Five cars started but only three completed the race. It was won by Simone Federman who drove a Daimler Omnibus - his average speed was 9.6 mph.

In 1924, at the age of 29 years old, Harold was alive when on January 21st, Vladimir Lenin, a leader of the Russian Revolution and the first leader of the Soviet Union died. He had survived two assassination attempts but had subsequent physical problems, suffering 3 strokes. He was in such great pain, it is said that he asked Stalin to poison him. The circumstances of his death are still disputed. He did oppose Stalin as the next leader - nonetheless, Stalin won a power struggle and ruled as a Soviet dictator until his death in 1953.
