In 1889, in the year that Harriette Lowe was born, on May 31st, the South Fork Dam collapsed. Located in western Pennsylvania, the dam failed - sending more than 20 million tons of water into the towns below it. The flood killed more than 2,200 people in and around Johnstown. The newly formed Red Cross responded to the disaster.

In 1923, she was 34 years old when the Teapot Dome scandal became the subject of an investigation by Senator Walsh and severely damaged the reputation of the Harding administration. Secretary of the Interior Albert Bacon Fall was convicted of accepting bribes from oil companies and became the first Cabinet member to go to prison. At the time, the Teapot Dome scandal was seen as "greatest and most sensational scandal in the history of American politics".
