In 1913, in the year that Hartsel Morgan was born, ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.

In 1920, by the time this person was only 7 years old, the Volstead Act became law. Formally called the National Prohibition Act, the Volstead Act enabled law enforcement agencies to carry out the 18th Amendment. It said that "no person shall manufacture, sell, barter, transport, import, export, deliver, or furnish any intoxicating liquor except as authorized by this act" and defined intoxicating liquor as any beverage containing more than 0.5% alcohol by volume.

In 1950, by the time this person was 37 years old, on October 2, Charlie Brown appeared in the first Peanuts comic strip - created by Charles Schultz - and he was the only character in that strip. That year, Schultz said that Charlie was 4 years old, but Charlie aged a bit through the years.

In 1962, this person was 49 years old when on October 1st, African-American James H. Meredith, escorted by federal marshals, registered at the University of Mississippi - becoming the first African-American student admitted to the segregated college. He had been inspired by President Kennedy's inaugural address to apply for admission.

In 1970, in the year of Hartsel Morgan's passing, on April 10th, Paul McCartney announced that he was leaving the Beatles. (John Lennon had previously told the band that he was leaving but hadn't publicly announced it.) By the end of the year, each Beatle had his own album.
