In 1863, in the year that Helen Finley was born, on January 1st, President Abraham Lincoln signed the Emancipation Proclamation. The Proclamation made the abolition of slavery in the Confederate states an official war goal. It also immediately freed 50,000 slaves, with the rest freed as Union armies advanced into Confederate states. The Proclamation wasn't a Congressional law - it was an Executive Order.

In 1916, at the age of 53 years old, Helen was alive when in June, the U.S. Congress authorized a plan to expand the armed forces over the next five years. Called the National Defense Act of 1916, the national law expanded the National Guard and Army (the Army added an aviation unit), created the Reserves, and gave the President expanded authority to federalize the National Guard. It also allowed the government to stockpile, in advance, materiel to be used in wartime.
