Henry Bartlett Splatt of Parkville, VIC Australia was born on February 7, 1863 in Greensborough to Henry Anning Splatt and Harriet Chapman Splatt. Henry Splatt had siblings Elizabeth Jane (Splatt) Hutchins, Charlotte Ellen (Splatt) Allen, Frances Louisa (Splatt) Caulfield, Mary Ann Splatt, Ada Florence (Splatt) Godwill, Jane Splatt, Alice Maud Splatt, and Harriett Emma (Splatt) Stock. He married Alice Jane Memmett in 1885. They had children Harriett Maude Splatt, William Henry Splatt, Joseph Bartlett Splatt, Alice Evelyn Splatt, Leslie Charles Splatt, and Bessie Splatt. He also married Mary Ann (Ely) Splatt in 1899. They had children Dorothy Lavinia Splatt, Clement Reginald Splatt, Elvie Rita Beryl Splatt, and Ronald Edward Splatt. Henry Splatt died at age 75 years old on June 27, 1938 in Parkville.

In 1863, in the year that Henry Bartlett Splatt was born, on January 1st, President Abraham Lincoln signed the Emancipation Proclamation. The Proclamation made the abolition of slavery in the Confederate states an official war goal. It also immediately freed 50,000 slaves, with the rest freed as Union armies advanced into Confederate states. The Proclamation wasn't a Congressional law - it was an Executive Order.

In 1884, when he was 21 years old, on May 1st, the Federation of Organized Trades and Labor Unions - a US association - first resolved that "eight hours shall constitute a legal day's labour from and after May 1, 1886, and that we recommend to labour organisations throughout this jurisdiction that they so direct their laws as to conform to this resolution by the time named." Previously, workdays would consist of 10 to 16 hours a day - 6 days a week. It would take years before the 8 hour workday became common practice - and longer before it became a law.
