In 1865, in the year that Henry Charles Eley was born, on September 26th, Champ Ferguson, a Confederate guerrilla, became the first person to be convicted of war crimes arising from the Civil War. (There was only one other person convicted of war crimes in the Civil War.) He was found guilty by a U.S. Army tribunal on 23 charges arising from the murder of 53 people. On October 20, he was hung.

In 1872, he was only 7 years old when on May 22nd, President Ulysses S. Grant signed the Amnesty Act of 1872. The Act restored full civil rights to secessionists, including about 150,000 former slaves who had fought in the Confederate Army. About 500 former Confederate sympathizers were not allowed their full civil rights.
