Herbert Leslie Whamond of Heidelberg, City of Banyule County, VIC Australia was born in 1897 to William Gourlay Whamond and Susan (Ellison) Whamond. He had siblings Daisy Elizabeth Whamond, Lily Elsie Whamond, Violet Susan Urania Whamond, Frederick Charles Whamond, William Maurice Whamond, George Harold Whamond, William Gourlay Whammond, Alexander Whamond, and John Alerick Whamond. He married Nellie Gleeson in 1920, and had children Roma Whamond, Lionel Leslie Whamond, and Geraldine Whamond. Herbert Whamond died at age 71 years old on December 19, 1969 in Heidelberg.

Edgar Hoover, at the age of 29, was appointed the sixth director of the Bureau of Investigation by Calvin Coolidge (which later became the Federal Bureau of Investigation). The Bureau had approximately 650 employees, including 441 Special Agents. A former employee of the Justice Department, Hoover accepted his new position on the proviso that the bureau was to be completely divorced from politics and that the director report only to the attorney general.
