In 1865, in the year that Herbert Thomas Ratten was born, on December 24th, 8 months after the end of the Civil War, the Ku Klux Klan was formed in Pulaski, Tennessee by Jonathan Shank and Barry Ownby. They wanted to fight Reconstruction after the Civil War and to intimidate what were called "carpetbaggers" and "scalawags" - northern and southern whites who supported reconstruction. They also wanted to repress the newly freed slaves.

In 1866, in the year of Herbert Thomas Ratten's passing, on May 10th, the "banker's bank" - London bank Overend, Gurney and Company - collapsed, beginning the Panic of 1866. Unemployment went up to 8% and wages went down. Only about 16% of joint-stock companies - a company whose stock is owned jointly by the shareholders - weathered the Panic.
