He had siblings Julius Harold Clabaugh and Leota Fern McGuire. He married Melba Ruth (Longworth) on September 14, 1939, and they were married until Herbert's death on February 4, 1990. He had children Diane Louise Holtz, Linda Anne Clabaugh, Ted Herbert Clabaugh, Mark huey Clabaugh, and Jon Leslie Clabaugh. Herbert Clabaugh was buried on February 7, 1990 at Oakland Cemetery 116 South Gamble Street, in Shelby.

A former employee of the Justice Department, Hoover accepted his new position on the proviso that the bureau was to be completely divorced from politics and that the director report only to the attorney general.
