Herman Milligan 1908 - 1975

Herman Elbert Milligan of Paoli, Orange County, Indiana was born on August 28, 1908 to Walter S. Milligan and Etta Oma (Alspaugh) Milligan. He married Margaret Pearl (McPherson) Milligan on May 5, 1934 in Paoli, Orange County and they later divorced. He had children Betty J (Milligan) Slayton, Minnie Elenor (Milligan) Guthrie, and Bonnie (Milligan) Elliot. Herman Milligan died at age 66 years old on January 26, 1975 at at his home Patton's Southside Trailer Court, in Paoli, Orange County, and was buried on January 29, 1975 at Stampers Creek Cemetary in Paoli, Orange Co County.

In 1908, in the year that Herman Milligan was born, a 7.1 earthquake and the resulting tsunami killed 70,000 to 100,000 people in southern Italy and Sicily. The earthquake, lasting 30 to 40 seconds, occurred in the Strait of Messina which was between the region of Calabria (at the "toe" of Italy) and the island of Sicily and destruction from it occurred in a 186 mile radius. It was the most destructive earthquake ever to hit Europe.

In 1910, Herman was only 2 years old when the Mann Act, also called the White-Slave Traffic Act, was signed into law. Its purpose was to make it a felony to engage in interstate or foreign commerce transport of "any woman or girl for the purpose of prostitution or debauchery, or for any other immoral purpose". But the language was so broad that it was also applied to consensual sex between adults when wished.
