In 1907, in the year that Hershel Mccord was born, the second Hague peace conference was called by Russia in the Netherlands. While nothing was settled regarding the matter of peace among nations, many resolutions were passed (and accepted by many nations) about the conventions of war - especially the protection of noncombatants.

In 1914, when he was merely 7 years old, in August, the Panama Canal opened to traffic. Begun by the French in the 1880's and abandoned, the United States undertook further construction in 1904. After 10 years, and the elimination of malaria carrying mosquitoes (which caused immense delays for the French and the Americans), the 48 mile long artificial waterway - a series of locks - created a shortcut for ships traveling between the Atlantic and Pacific Oceans.

In 1935, Hershel was 28 years old when on August 14, the Social Security Act was signed into law. The purpose was to "provide federal assistance to those unable to work". The law established the Social Security Administration whose primary focus was to "provide aid for the elderly, the unemployed, and children". The Act survived many Supreme Court challenges and the Administration continues until today.

In 1947, at the age of 40 years old, Hershel was alive when in June, the Marshall Plan was proposed to help European nations recover economically from World War II. It passed the conservative Republican Congress in March of 1948. After World War I, the economic devastation of Germany caused by burdensome reparations payments led to the rise of Hitler. The Allies didn't want this to happen again and the Marshall Plan was devised to make sure that those conditions didn't arise again.

In 1980, in the year of Hershel Mccord's passing, on April 24th, a rescue attempt was begun in the Iranian Hostage Crisis. The attempt failed and 8 US servicemen were killed. Eight helicopters had been sent for the mission, but only 5 arrived in operating condition., Since the military had advised that the mission be aborted if there were fewer than 6 helicopters, President Carter stopped it. Upon leaving, a helicopter collided with a transport plane and the men were killed.
