In 1910, in the year that Howard E Beaman was born, the Mann Act, also called the White-Slave Traffic Act, was signed into law. Its purpose was to make it a felony to engage in interstate or foreign commerce transport of "any woman or girl for the purpose of prostitution or debauchery, or for any other immoral purpose". But the language was so broad that it was also applied to consensual sex between adults when wished.

In 1945, at the age of 35 years old, Howard was alive when on August 6th, the United States dropped an atomic bomb on Hiroshima. On August 9th, an atomic bomb was dropped on Nagasaki. At least 129,000 people were killed in the two bombings and they still remain the only use of atomic bombs in war. An invasion on mainland Japan had been planned but President Truman ordered the bombs dropped instead.
