In 1916, in the year that Howard E Goldsmith was born, the U.S. National Park Service - part of the Department of the Interior - was created by an act of Congress in August. In 1923, Howard was merely 7 years old when the Teapot Dome scandal became the subject of an investigation by Senator Walsh and severely damaged the reputation of the Harding administration. At the time, the Teapot Dome scandal was seen as "greatest and most sensational scandal in the history of American politics".
