Howard Edward Sanborn was born on May 7th, 1915 in Bethlehem, New Hampshire, to Charles H. Sanborn (1883 - 1964) and Annie C. Bolen (1880 - 1950). His father was born in New Hampshire and his mother was born in Canada. He had siblings Edith, Charles, and Cynthia. Howard Sanborn, age 21, married Elouise Katherine Brown (1917 - 1972), age 18, on December 2nd, 1933. They had sons, Duane Roy Sanborn (1935 - 2002), Gary H, Roy, and Gus C. Sanborn. They also had one daughter, Nita F. Sanborn. He then married Phyllis and he had three stepsons, Ted, Mike, and Frank Lint, from that marriage. Howard was the longest serving police of chief and fire chief in the state of New Hampshire. He was elected in 1949 and was serving until two weeks before he died in New Hampshire of pneumonia at the age of 81. He is buried in Littleton Regional Hospital Occupational Health Department at 600 St Johnsbury Rd in Littleton, Grafton County, New Hampshire

In 1933, when he married Eloise at the age of 21, Howard was a laborer. In 1950, when Howard was 34 years old and living in Bethlehem, New Hampshire, he was working as a police officer in Bethlehem. Eventually, Howard ended up being the longest-serving police chief in the state of New Hampshire. He had been elected police and fire chief in Bethlehem, New Hampshire, in 1949, He was on active duty until two weeks before he died of pneumonia at the age of 81.

Howard was born into a family of six (three siblings and two parents) in Bethlehem, New Hampshire. He married Elouise Katherine Brown in December of 1933 and they had four children. On his October 1940, World War II draft card, Howard was described as being 5 feet 8 inches tall and as weighing 160 pounds. He had brown eyes, brown hair, and a "dark" complexion.
