Irene (Howlett) Hill of NSW Australia was born in 1899 in Carisbrook, VIC to Janet Ann Currie and James Reuben Howlett. She had siblings James Reuben Howlett, Ellen Margaret Howlett, John Stanley Howlett, Elizabeth Louisa Howlett, Janet Howlett, Mary Adeline Howlett, Lillie Howlett, and George Frederick Howlett. Irene Hill married Elsie Thomas Hill in 1920, and died at age 75 years old on September 3, 1975 in NSW.

In 1899, in the year that Irene Howlett was born, on February 4th, the Philippine–American War began. The Philippines objected to the Treaty of Paris, signed in 1898, that transferred possession of the Philippines from Spain to the U.S. Filipinos began a fight for independence and fighting between U.S. forces and those of the Philippine Republic broke out. On June 2nd, the Philippines officially declared war on the United States.

In 1919, Irene was 20 years old when in the summer and early autumn, race riots erupted in 26 U.S. cities, resulting in hundreds of deaths and even more people being badly hurt. In most cases, African-Americans were the victims. It was called the "Red Summer". Men who were returning from World War I needed jobs and there was competition for those jobs among the races. Tension was heightened by the use by many companies of blacks as strikebreakers.
