In 1941, in the year that Jacob F Neger was born, in his State of the Union address on January 6th, President Roosevelt detailed the "four freedoms" that everyone in the world should have: Freedom of speech, Freedom of worship, Freedom from want, and Freedom from fear. In the same speech, he outlined the benefits of democracy which he said were economic opportunity, employment, social security, and the promise of "adequate health care".

In 1947, at the age of only 6 years old, Jacob was alive when on November 25th, the Hollywood "Black List" was created by the House Un-American Activities Committee (HUAC). Ten Hollywood writers and directors had refused to testify to the Committee regarding "Communists" or "Reds" in the movie industry. The next day, the blacklist was created and they were fired.
