James Dobson Blacker of Rosebud, Shire of Mornington Peninsula County, VIC Australia was born in 1892 in Barramunga, Colac Otway Shire County to Stella Matilda (Farrar) Blacker and Joseph Blacker. He had siblings Thomas Charles Blacker, John Gladstone Blacker, Stella Amelia Blacker, and Elsie May Blacker. He married Sarah Anne Hale Blacker, and had a child Mervyn James Blacker. James Blacker died at age 68 years old on February 3, 1961 in Rosebud, Shire of Mornington Peninsula County.

Composed the previous August by Francis Bellamy, it was to be recited in 15 seconds and originally read: "I pledge allegiance to my Flag and the Republic for which it stands, one nation, indivisible, with liberty and justice for all." "Under God" was added in the 1950's.
