In 1919, in the year that James Francis Nestor was born, in the summer and early autumn, race riots erupted in 26 U.S. cities, resulting in hundreds of deaths and even more people being badly hurt. In most cases, African-Americans were the victims. It was called the "Red Summer". Men who were returning from World War I needed jobs and there was competition for those jobs among the races. Tension was heightened by the use by many companies of blacks as strikebreakers.

In 1921, at the age of merely 2 years old, James was alive when in May, the Emergency Quota Act - or Emergency Immigration Act - was passed. The law restricted the number of immigrants to 357,000 per year. It also established an immigration quota in which only 3 per cent of the total population of any ethnic group already in the USA in 1910, could be admitted to America after 1921. Although the Act was supposed to be temporary, it stayed in effect until 1965.
