In 1924, in the year that James J Harkins was born, J. Edgar Hoover, at the age of 29, was appointed the sixth director of the Bureau of Investigation by Calvin Coolidge (which later became the Federal Bureau of Investigation). The Bureau had approximately 650 employees, including 441 Special Agents. A former employee of the Justice Department, Hoover accepted his new position on the proviso that the bureau was to be completely divorced from politics and that the director report only to the attorney general.

In 1938, at the age of merely 14 years old, James was alive when on October 30th, a Sunday, The Mercury Theatre on the Air broadcast Orson Welles' special Halloween show The War of the World's. A clever take on H.G. Wells' novel, the show began with simulated "breaking news" of an invasion by Martians. Because of the realistic nature of the "news," there was a public outcry the next day, calling for regulation by the FCC. Although the current story is that many were fooled and panicked, in reality very few people were fooled. But the show made Orson Welles' career.

In 1946, he was 22 years old when on July 4th, the Philippines gained independence from the United States. In 1964, Independence Day in the Philippines was moved from July 4th to June 12th at the insistence of nationalists and historians.

In 1956, when he was 32 years old, this was the year that the King of Rock and Roll, Elvis Presley, became an international sensation. He began the year as a regional favorite and ended the year with 17 recordings having been on the Billboard’s Top 100 singles chart, 11 TV appearances, and a movie. Elvis scandalized adults and thrilled teens.

In 1982, James was 58 years old when on September 14th, Princess Grace of Monaco (American actress Grace Kelly), 52, died of injuries when her car plunged off a mountain road. Her 17 year old daughter, Stephanie, was also in the car and suffered serious injuries but recovered. It's believed that the accident was caused when Princess Grace, who was driving, had a mild stroke.
