In 1913, in the year that James L Devane was born, ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.

In 1925, James was just 12 years old when on November 28th, radio station WSM broadcast the Grand Ole Opry for the first time. Originally airing as “The WSM Barn Dance”, the Opry (a local term for "opera") was dedicated to honoring country music and in its history has featured the biggest stars and acts in country music.

In 1931, when he was 18 years old, in March, “The Star Spangled Banner” officially became the national anthem by congressional resolution. Other songs had previously been used - among them, "My Country, 'Tis of Thee", "God Bless America", and "America the Beautiful". There was fierce debate about making "The Star Spangled Banner" the national anthem - Southerners and veterans organizations supported it, pacifists and educators opposed it.

In 1970, he was 57 years old when on April 10th, Paul McCartney announced that he was leaving the Beatles. (John Lennon had previously told the band that he was leaving but hadn't publicly announced it.) By the end of the year, each Beatle had his own album.

In 1990, at the age of 77 years old, James was alive when after 27 years in prison, Nelson Mandela, the leader of the movement to end South African apartheid was released on February 11th 1990.
