In 1904, in the year that James Quinlivan was born, the United States acquired the Panama Canal Zone. Now an unincorporated territory of the U.S., the Canal Zone had been previously held by the French, who were constructing a canal. The U.S. took over the construction of the Panama Canal and it was finally finished in 1914, when it was opened to commercial shipping. The United States held the Canal Zone until 1979.

In 1912, when he was just 8 years old, the RMS Titanic sank in April. The RMS Titanic was a British built and run passenger liner that was billed as "unsinkable." On its maiden voyage from Southampton England to New York City, carrying about 2,224 passengers and crew - from the wealthiest people in the world to poor emigrants from Europe, the Titanic hit an iceberg. Five of her watertight compartments failed but she was designed to survive only 4 being flooded. She began to sink. There were only enough lifeboats for about half of the passengers so over 1,000 remained behind while "women and children first" were loaded. Over 1500 died, making it the largest maritime disaster in modern history.

In 1921, at the age of 17 years old, James was alive when in May, the Emergency Quota Act - or Emergency Immigration Act - was passed. The law restricted the number of immigrants to 357,000 per year. It also established an immigration quota in which only 3 per cent of the total population of any ethnic group already in the USA in 1910, could be admitted to America after 1921. Although the Act was supposed to be temporary, it stayed in effect until 1965.

In 1947, he was 43 years old when in June, the Marshall Plan was proposed to help European nations recover economically from World War II. It passed the conservative Republican Congress in March of 1948. After World War I, the economic devastation of Germany caused by burdensome reparations payments led to the rise of Hitler. The Allies didn't want this to happen again and the Marshall Plan was devised to make sure that those conditions didn't arise again.

In 1970, in the year of James Quinlivan's passing, on May 1st, US troops invaded Cambodia, expanding the Vietnam War. The invasion of Cambodia was a Nixon policy, although it was argued against by both his Secretary of State and his Secretary of Defense.
