In 1872, in the year that James Wilkins was born, on May 22nd, President Ulysses S. Grant signed the Amnesty Act of 1872. The Act restored full civil rights to secessionists, including about 150,000 former slaves who had fought in the Confederate Army. About 500 former Confederate sympathizers were not allowed their full civil rights.

In 1889, at the age of 17 years old, James was alive when on March 31st, the Eiffel Tower was inaugurated. Because the elevators were not yet in operation, officials had to climb to the top of the tower - it took an hour. On May 15th, the Tower opened to the public - still without working elevators - but around 30,000 visitors still made the climb. The elevators went into operation on the 26th. The Tower wasn't considered aesthetically pleasing at the time but is now one of the most iconic structures in the world.

In 1933, at the age of 61 years old, James was alive when on March 4th, Franklin Delano Roosevelt became the 32nd President of the United States. He was elected four times (equaled by no other President) and guided the United States through the Great Depression, the Dust Bowl, and World War 2. His wife was his cousin Eleanor Roosevelt (Teddy Roosevelt's niece) who President Truman called "First Lady of the World". Some of the major programs that survive from his presidency are the Securities and Exchange Commission, the Wagner Act (The National Labor Relations Act of 1935) , the Federal Deposit Insurance Corporation and Social Security.

In 1949, at the age of 77 years old, James was alive when on January 25th, the first Emmy Awards (for television) were handed out in Los Angeles. Shirley Dinsdale won for the Most Outstanding Television Personality and Pantomime Quiz Time earned an Emmy for the Most Popular Television Program.

In 1966, in the year of James Wilkins's passing, on July 1st, Medicare became available after President Johnson signed into law the Medicare Act in 1965. President Truman had received the first Medicare card since he had been the first to propose national healthcare law. insurance.
