He married Linda Jo Tucker Spicer, and they had children Lindsey Michelle Spicer Broshears, Kimberly D Jones, Steven Scott Weaver, Jeffrey Jearl Spicer Jr, Amber Dawn Spicer, and Tara Leigh White Shonk. He was the parent of Amber Dawn Spicer. He was the parent of Jeffrey Jearl Spicer Jr. He was the parent of Steven Scott Weaver. He would also marry Donetta Buckheister Sadler, and they had a child Kimberly D Jones. Jeffrey Spicer died at age 71 years old on May 31, 2012, and was buried on June 5, 2012 in Worthington, Greene County.

Roosevelt running for a third term was controversial.
