In 1924, in the year that Jerome Berger was born, J. Edgar Hoover, at the age of 29, was appointed the sixth director of the Bureau of Investigation by Calvin Coolidge (which later became the Federal Bureau of Investigation). The Bureau had approximately 650 employees, including 441 Special Agents. A former employee of the Justice Department, Hoover accepted his new position on the proviso that the bureau was to be completely divorced from politics and that the director report only to the attorney general.

In 1945, when he was 21 years old, on August 15th, Imperial Japan announced its surrender. On September 2nd, a formal agreement of surrender was signed. Japan and nine other states signed the Japanese Instrument of Surrender in Tokyo Bay, calling for the return of all Allied prisoners of war and subordinating the authority of the emperor and the Japanese government to the Supreme Commander for the Allied Powers. VJ (Victory in Japan) Day was celebrated in the United States on August 14th and 15th. World War II was over.

In 1958, he was 34 years old when on January 1st, the European Economic Community (Common Market) came into operation. The first members were France, West Germany, Italy, the Netherlands, Belgium, and Luxembourg. The Common Market was formed as a way to strengthen members' economies and deter wars in Europe.

In 1970, Jerome was 46 years old when on May 4th, four students at Kent State University in Ohio were shot and killed by National Guardsmen. The students were at a peaceful demonstration protesting the invasion of Cambodia by US forces. There had been precedent for the killing of American college students. The previous year, on May 15th, Alameda County Sheriffs used shotguns against U.C. Berkeley students at a protest for People's Park. One student died, one was blinded, 128 were injured.

In 1987, Jerome was 63 years old when on October 19th, stock exchanges around the world crashed. Beginning in Hong Kong then spreading to Europe, the crash then hit the United States. It was called Black Monday. The Dow Jones fell 508 points to 1,738.74 (22.61%).
