In 1880, in the year that Jesse Phelps was born, on August 26th, P. T. Barnum and James A. Bailey signed a contract in Bridgeport, CT, creating the Barnum & Bailey Circus. Twenty-seven years later, the Barnum and Bailey would merge with another circus, Ringling Brothers.

In 1933, at the age of 53 years old, Jesse was alive when on December 5th, the Twenty-first Amendment to the United States Constitution was ratified. The 21st Amendment said "The eighteenth article of amendment to the Constitution of the United States is hereby repealed." Alcohol was legal again! It was the only amendment to the Constitution approved for the explicit purpose of repealing a previously existing amendment. South Carolina was the only state to reject the Amendment.

In 1941, this person was 61 years old when on June 25th, President Roosevelt signed Executive Order 8802, prohibiting racial discrimination in the defense industry. EO 8802 was the first federal action to prohibit employment discrimination - without prejudice as to "race, creed, color, or national origin" - in the U.S. Civil Rights groups had planned a march on Washington D.C. to protest for equal rights but with the signing of the Order, they canceled the March.

In 1953, by the time this person was 73 years old, on July 27th, the Korean Armistice Agreement was signed. The Armistice was to last until "a final peaceful settlement is achieved". No peaceful settlement has ever been agreed upon.

In 1971, in the year of Jesse Phelps's passing, on May 3rd, 10,000 federal troops, 5,100 officers of the D.C. Metropolitan Police, 2,000 members of the D.C. National Guard, and federal agents assembled in Washington DC to prevent an estimated 10,000 Vietnam War protesters from marching. President Nixon (who was in California) refused to give federal employees the day off and they had to navigate the police and protesters, adding to the confusion. By the end of a few days of protest, 12,614 people had been arrested - making it the largest mass arrest in US history.
