In 1941, in the year that Jessie J Isaac was born, on June 25th, President Roosevelt signed Executive Order 8802, prohibiting racial discrimination in the defense industry. EO 8802 was the first federal action to prohibit employment discrimination - without prejudice as to "race, creed, color, or national origin" - in the U.S. Civil Rights groups had planned a march on Washington D.C. to protest for equal rights but with the signing of the Order, they canceled the March.

In 1950, at the age of merely 9 years old, Jessie was alive when in February, Joe McCarthy gave a speech alleging that he had a list of "members of the Communist Party and members of a spy ring" who worked in the State Department. He went on to chair a committee that investigated not only the State Department but also the administration of President Harry S. Truman, the Voice of America, and the U.S. Army for communist spies - until he was condemned by the U.S. Senate in 1954.
