In 1903, in the year that Jim Choate was born, the United States Department of Commerce and Labor was created by President Theodore Roosevelt to control the excesses of big business. Renamed the Department of Commerce 10 years later, many departments concerned with workers were transferred to the Department of Labor at that time. Another spin-off, the Bureau of Corporations, became the Federal Trade Commission.

In 1911, when he was only 8 years old, the first use of aircraft as an offensive weapon occurred in the Turkish-Italian War. First used for aerial reconnaissance alone, planes were then used in aerial combat to shoot down recon planes. In World War I, planes and zeppelins evolved for use in bombing.
