In 1892, in the year that Joaquin Cortes-Reyes was born, on October 12th, the "Pledge of Allegiance" was first recited in unison by students in U.S. public schools. Composed the previous August by Francis Bellamy, it was to be recited in 15 seconds and originally read: "I pledge allegiance to my Flag and the Republic for which it stands, one nation, indivisible, with liberty and justice for all." "Under God" was added in the 1950's.

In 1913, at the age of 21 years old, Joaquin was alive when the 17th Amendment, establishing the direct election of U.S. Senators, was adopted. Previously, Senators were elected by state legislatures. As early as 1826, a call to elect senators through popular vote was championed and previous to the 17th amendment, two states had already changed their process. Governors are still able to appoint senators to vacant seats until an election can be held.
