In 1868, in the year that John Boston was born, on July 9th, The Fourteenth Amendment to the US Constitution was ratified. The Fourteenth Amendment guaranteed African Americans full citizenship and equal protection under the law. It also gave all persons in the United States due process of law. The former Confederate states hotly contested the amendment but were forced to go along so that they could regain representation in Congress

In 1916, by the time he was 48 years old, in June, the U.S. Congress authorized a plan to expand the armed forces over the next five years. Called the National Defense Act of 1916, the national law expanded the National Guard and Army (the Army added an aviation unit), created the Reserves, and gave the President expanded authority to federalize the National Guard. It also allowed the government to stockpile, in advance, materiel to be used in wartime.
