His mother Mary was born on September 8, 1890 in Austria and immigrated to the United States arriving in New York, New York on March 23, 1909. She married Mike on December 26, 1911 in Chicago, Cook, Illinois, USA and later resided in Gary, Indiana, USA. Mary passed away on April 23, 1942 in Logansport, Cass County, Indiana, United States of America. His father Kirilo “Mike” was born n March 18, 1882 in Oleshov, Ivano-Frankivs'k, Ukraine and departed from Hamburg on August 17, 1907 and immigrated to the US first arriving in Southampton, England on January 6, 1910 and then on to Browns Creek, McDowell, West Virginia, USA. After he married Mary, the couple lived in Chicago, Cook, Illinois, USA where he was a Foundry/Farm Laborer and then they moved to Gary, Indiana, USA. Mike passed away in October of 1977 in Gary, Indiana, USA.

    John was one of 6 children in his family with siblings Helen Cipko (1914-1965), Olga A Cipko (1916-2010), Nick Matulis (1918-2010), Michael Matulis (1923-1925), and Anna Cipko (1925-1998). He was part of the Portage Class of 1938.

    John Cipko served two terms in the US Army. He first enlisted on January 15, 1941 in Ft Benjamin Harrison Indiana as a private with Military serial#: 35150567 and served until October 20, 1941. He then re-enlisted on January 23, 1942 and served until August 21, 1943.

In 1912, in the year that John Cipko was born, the RMS Titanic sank in April. The RMS Titanic was a British built and run passenger liner that was billed as "unsinkable." On its maiden voyage from Southampton England to New York City, carrying about 2,224 passengers and crew - from the wealthiest people in the world to poor emigrants from Europe, the Titanic hit an iceberg. Five of her watertight compartments failed but she was designed to survive only 4 being flooded. She began to sink. There were only enough lifeboats for about half of the passengers so over 1,000 remained behind while "women and children first" were loaded. Over 1500 died, making it the largest maritime disaster in modern history.

In 1924, at the age of just 12 years old, John was alive when J. Edgar Hoover, at the age of 29, was appointed the sixth director of the Bureau of Investigation by Calvin Coolidge (which later became the Federal Bureau of Investigation). The Bureau had approximately 650 employees, including 441 Special Agents. A former employee of the Justice Department, Hoover accepted his new position on the proviso that the bureau was to be completely divorced from politics and that the director report only to the attorney general.
