John Leonard Riseley of Reservoir, City of Darebin County, VIC Australia was born on May 4, 1910 in Leongatha, South Gippsland Shire County to Samuel Riseley and Louisa Annie (Scorer) Riseley. He had siblings Samuel Thomas Riseley, Clifford Douglas Riseley, and Harry Ernest Riseley. John Riseley married Ruby Jean Sizer in 1937, and died at age 72 years old on March 3, 1983 in Reservoir, City of Darebin County.

In 1910, in the year that John Leonard Riseley was born, the Boy Scouts of America was incorporated. U.S. publisher W.D. Boyce was visiting England when he became lost in the London fog. An unknown Boy Scout helped him find his way out, declining a tip (he said that he was a Boy Scout and was doing his good deed for the day). Boyce was so impressed that he incorporated the Boy Scouts of America when he returned home. Its purpose was "to teach boys patriotism, courage, self-reliance, and kindred values."

In 1938, John was 28 years old when on June 25th (a Saturday) the Fair Labor Standards Act was signed into law by President Roosevelt (along with 120 other bills). The Act banned oppressive child labor, set the minimum hourly wage at 25 cents, and established the maximum workweek at 44 hours. It faced a lot of opposition and in fighting for it, Roosevelt said "Do not let any calamity-howling executive with an income of $1,000 a day, ...tell you...that a wage of $11 a week is going to have a disastrous effect on all American industry."
