In 1882, in the year that John Nicholas Lumkin Harrison was born, on August 3rd, President Chester Arthur signed the 1882 Immigration Act. "Criminals, the insane, or any person unable to take care of him or herself" were not allowed in the U.S. according to the Act. It also imposed a "head tax" on non-citizens entering the U.S.

In 1888, in the year of John Nicholas Lumkin Harrison's passing, on January 12th, the 'Schoolhouse Blizzard' blanketed Dakota Territory. Montana, Minnesota, Nebraska, Kansas, and Texas were hit, leaving 235 dead. Many of those who perished were children on their way home from school. The day was relatively warm when it began and the blizzard hit unexpectedly, catching most by surprise.
