In 1910, in the year that John Price was born, the Mann Act, also called the White-Slave Traffic Act, was signed into law. Its purpose was to make it a felony to engage in interstate or foreign commerce transport of "any woman or girl for the purpose of prostitution or debauchery, or for any other immoral purpose". But the language was so broad that it was also applied to consensual sex between adults when wished.

In 1922, at the age of just 12 years old, John was alive when on June 22, coal miners in Herrin Illinois, were on strike (coal miners had been on strike nationally since April 1). The striking miners were outraged at the strikebreakers (scabs) that the company had brought in and laid siege to the mine. Three union workers were killed when gunfire was exchanged. The next day, union miners killed 23 strikebreakers and mine guards. No one, on either side, ever faced jail time.
