He had a sister, Patricia Ellen Patty Racster (1928-2012). He lived in Albion, Edwards, Illinois, USA and enlisted on December 16, 1943 in Fort Sheridan Illinois. While serving with the US Army in World War II, John was a prisoner of war in Germany from 1944-1945. Upon his return to the states, he married Mary Jane Lankford (1926-2005) on January 27, 1946 in Browns , Illinois. The couple had children together.

In 1925, in the year that John R Racster was born, gangster Al "Scarface" Capone took over the Chicago bootlegging racket at age 26. Previously right hand man to boss Johnny Torrio, Capone took over when Torrio was shot and severely injured and decided to resign. The bootlegging and brothel organization was massive and when asked what he did, Capone often replied "I am just a businessman, giving the people what they want".
