In 1906, in the year that Johnnie Goodbred was born, Finland became the first European country to give women the vote and to allow them to run for political office. (Women in Australia and New Zealand already had that right but couldn't run for office.) Although Finland belonged to the Russian Empire, there was great unrest and the Tsar wanted to broker a quick peace. As a part of the brokered peace, women got the vote.

In 1907, in the year of Johnnie Goodbred's passing, the state of Oklahoma was admitted to the United States on November 16. Previously called "Oklahoma Territory" and "Indian Territory", the two areas were merged and Oklahoma became the 46th state. It is the 28th most populous state.

In 1908, when he was only 2 years old, the Federal Bureau of Investigation was established as the domestic intelligence and security service of the United States; it simultaneously served as the nation's prime federal law enforcement agency. Stanley Finch was the first Chief (now called Director).

In 1910, he was only 4 years old when the Mann Act, also called the White-Slave Traffic Act, was signed into law. Its purpose was to make it a felony to engage in interstate or foreign commerce transport of "any woman or girl for the purpose of prostitution or debauchery, or for any other immoral purpose". But the language was so broad that it was also applied to consensual sex between adults when wished.

In 1916, by the time he was just 10 years old, in June, the U.S. Congress authorized a plan to expand the armed forces over the next five years. Called the National Defense Act of 1916, the national law expanded the National Guard and Army (the Army added an aviation unit), created the Reserves, and gave the President expanded authority to federalize the National Guard. It also allowed the government to stockpile, in advance, materiel to be used in wartime.
