In 1913, in the year that Jose F Padilla was born, Woodrow Wilson became the 28th President of the United States in March. Previously the Governor of New Jersey and President of Princeton University, he was the first Southerner to serve as President since Zachary Taylor, over 60 years previous. A Democrat, he led the U.S. during World War I and championed the League of Nations.

In 1922, at the age of only 9 years old, Jose was alive when on December 6th, the Irish Free State, a self-governing dominion of the British Empire, was officially proclaimed. While establishing some independence for the people of Ireland, it did not create a fully independent Ireland and the fighting continued.
