In 1905, in the year that Joseph Assard was born, federal spending was $0.57 billion, unemployment was 4.3%, and the cost of a first-class stamp was $0.02. Current U.S. government spending is $4.268 trillion.

In 1920, by the time he was just 15 years old, the Volstead Act became law. Formally called the National Prohibition Act, the Volstead Act enabled law enforcement agencies to carry out the 18th Amendment. It said that "no person shall manufacture, sell, barter, transport, import, export, deliver, or furnish any intoxicating liquor except as authorized by this act" and defined intoxicating liquor as any beverage containing more than 0.5% alcohol by volume.

In 1953, by the time he was 48 years old, on July 27th, the Korean Armistice Agreement was signed. The Armistice was to last until "a final peaceful settlement is achieved". No peaceful settlement has ever been agreed upon.

In 1982, Joseph was 77 years old when on June 30th, time ran out on the Equal Rights Amendment (ERA). The Amendment had only received 35 of the necessary 38 state ratifications. First sent to the states in 1972, the Amendment stated that "Equality of rights under the law shall not be denied or abridged by the United States or by any State on account of sex".

In 1991, in the year of Joseph Assard's passing, on December 25th, the Soviet Union flag was lowered and replaced by the Russian tricolor flag. It was the end of the Soviet Union. Mikhail Gorbachev resigned as President of the Soviet Union and Boris Yeltsin became President of the Russian Republic.
