    Joseph Hand Leonhardt was born on February 24, 1920 in Lowell, Gaston County, N.C. to parents Arthur Ray Leonhardt Sr. (1880-1940) and Caroline Elizabeth Inabinet (1885-1968). He was one of four boys in his family with brothers Henry Franklin Leonhardt (1909-2005), Arthur Ray Leonhardt Jr. (1910-2001), Julian Phillips Leonhardt (1914-1976), and Marion Carl Leonhardt (1916-1992). At the age of 21, Joseph registered for military service on July 1, 1941, in Gastonia, Gaston, North Carolina. The following year on June 20, 1942, he enlisted at Fort Jackson in Columbia, South Carolina. At the time of his enlistment, Joseph held the rank of Private in the Selectees (Enlisted Men) category and he was later promoted to the rank of Sergeant. On August 6, 1943, he married Helen Elizabeth Propst Leonhardt (Jan 30, 1924- May 19, 2006) in Gaston, North Carolina, USA. He and his wife had three children: Joseph Hand Jr., Judith Ellen and Samuel Arthur.

In 1920, in the year that Joseph Hand Leonhardt was born, on January 1, over 6000 people were arrested and put in prison because they were suspected of being communists. . Many had to be released in a few weeks and only 3 guns were found in their homes. The U.S. Department of Justice "red hunt" netted thousands of "radicals" and suspected "communists" and aliens were deported. But the "hunt" ended after Attorney General Palmer forecast a massive radical uprising on May Day and the day passed without incident.

In 1938, he was 18 years old when on June 25th (a Saturday) the Fair Labor Standards Act was signed into law by President Roosevelt (along with 120 other bills). The Act banned oppressive child labor, set the minimum hourly wage at 25 cents, and established the maximum workweek at 44 hours. It faced a lot of opposition and in fighting for it, Roosevelt said "Do not let any calamity-howling executive with an income of $1,000 a day, ...tell you...that a wage of $11 a week is going to have a disastrous effect on all American industry."
