    Joseph Leon Ustariz was born on February 14, 1925 in Orange, California to parents Juan Pedro Ustariz (1878-1950) and Mary D Saldua (1896-1975). He was one of 6 children in his family with siblings including Mary Louise (1914-1994), John Anthony (1917-1988), and Kathryne Ustariz (1921-). The family resided in San Juan, Orange, California. At the time of his registration for the WWII draft, he was employed by Ed Bandick and resided in El Toro, Orange, California. Joseph's dedication to his country led him to enlist on October 6, 1944, at Fort MacArthur in San Pedro, California. He held the rank of Private in the Selectees (Enlisted Men) component, which represented a group of individuals chosen for military service from the civilian population. Then on July 30, 1949 he married Elaine Mildred Spencer (1932–1976) in Orange, California, USA. They had a son together, Michael Leon Ustariz (1953-1993).

In 1925, in the year that Joseph Leon Ustariz was born, in July, the Scopes Trial - often called the Scopes Monkey Trial - took place, prosecuting a substitute teacher for teaching evolution in school. Tennessee had enacted a law that said it was "unlawful to teach human evolution in any state-funded school". William Jennings Bryan headed the prosecution and Clarence Darrow headed the defense. The teacher was found guilty and fined $100. An appeal to the Supreme Court of Tennessee upheld the law but overturned the guilty verdict.

In 1934, at the age of just 9 years old, Joseph was alive when on June 6th, the U.S. Securities and Exchange Commission was formed as a response to the stock market crash of 1929 and the continuing Great Depression. Previously, the states regulated the offering and sales of stocks - called "blue sky" laws. They were largely ineffective. Roosevelt created a group (one member was Joseph Kennedy, father of the future President Kennedy) who knew Wall Street well and they defined the mission and operating mode for the SEC. The new organization had broad and stringent rules and oversight and restored public confidence in the stock market in the United States.
