In 1918, in the year that Joseph M Vtipil was born, on November 11th, an armistice was signed between the Allies and Germany, ending the fighting on the Western Front in World War I. This meant a complete defeat of Germany although Germany never formally surrendered. It took another six months of negotiations to sign an actual peace treaty between the warring parties.

In 1933, at the age of merely 15 years old, Joseph was alive when on December 5th, the Twenty-first Amendment to the United States Constitution was ratified. The 21st Amendment said "The eighteenth article of amendment to the Constitution of the United States is hereby repealed." Alcohol was legal again! It was the only amendment to the Constitution approved for the explicit purpose of repealing a previously existing amendment. South Carolina was the only state to reject the Amendment.
