Joseph Penny was born to Mary Jane (Martin) Penny Richey and George Vowles Penny, and had siblings Mary Ann (Penny) Kent, Emma May (Penny) Sherlock, Thomas Penny, and Caroline Frances (Penny) Cornish. He married Emily Penny, and they were married until Joseph's death on March 26, 1931. Joseph Penny had children Rose Penny, Hilda Penny, and George Penny.

In 1835, on January 30th, the first known attempt to kill a sitting President of the United States occurred just outside the United States Capitol Building. President Andrew Jackson was leaving the building after the funeral of South Carolina Representative Warren R. Davis. An Englishman, Richard Lawrence - who was unemployed and possibly mentally ill - stepped out and attempted to shoot. His gun misfired so he pulled out another gun - which also misfired. He was immediately caught.

In 1857, on March 6th, the US Supreme Court ruled that Blacks were not citizens and that slaves couldn't sue for freedom. The case was known as Dred Scott v. Sandford. It further divided the country and added to the forces that created the Civil War. It wasn't overturned until the 14th Amendment became law in 1868.
