In 1916, in the year that Joseph R Seipel was born, in June, the U.S. Congress authorized a plan to expand the armed forces over the next five years. Called the National Defense Act of 1916, the national law expanded the National Guard and Army (the Army added an aviation unit), created the Reserves, and gave the President expanded authority to federalize the National Guard. It also allowed the government to stockpile, in advance, materiel to be used in wartime.

In 1945, by the time he was 29 years old, on August 6th, the United States dropped an atomic bomb on Hiroshima. On August 9th, an atomic bomb was dropped on Nagasaki. At least 129,000 people were killed in the two bombings and they still remain the only use of atomic bombs in war. An invasion on mainland Japan had been planned but President Truman ordered the bombs dropped instead.
