In 1910, in the year that Joseph Sapin was born, the Mann Act, also called the White-Slave Traffic Act, was signed into law. Its purpose was to make it a felony to engage in interstate or foreign commerce transport of "any woman or girl for the purpose of prostitution or debauchery, or for any other immoral purpose". But the language was so broad that it was also applied to consensual sex between adults when wished.

In 1928, Joseph was 18 years old when aviatrix Amelia Earhart, age 31, became the first woman to fly solo across North America and back in August. In June, she had been part of a 3 man crew that flew the Atlantic Ocean but since she had no instrument training, she couldn't fly the plane - she kept the flight log. The North American flight became one of her many "firsts" as a female pilot.
