In 1894, in the year that Joseph Scarano was born, large reserves of oil were discovered on the Osage Indian reservation in Oklahoma. The discovery of oil made the Osage the "richest group of people in the world" at the time.

In 1916, Joseph was 22 years old when the U.S. National Park Service - part of the Department of the Interior - was created by an act of Congress in August.
