In 1913, in the year that Joseph Spina was born, ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.
In 1923, Joseph was only 10 years old when the Teapot Dome scandal became the subject of an investigation by Senator Walsh and severely damaged the reputation of the Harding administration. Secretary of the Interior Albert Bacon Fall was convicted of accepting bribes from oil companies and became the first Cabinet member to go to prison. At the time, the Teapot Dome scandal was seen as "greatest and most sensational scandal in the history of American politics".
In 1955, he was 42 years old when on September 30th, movie star James Dean, 24, died in a car accident. He was headed in his new Porsche 550 to a race in Salinas California when, traveling at 85 mph, he collided with a 1950 Ford Tudor, also speeding, driven by a 23 year old college student. Dean died, his passenger and the other driver survived.
In 1960, when he was 47 years old, on September 26th, the first televised debate for a Presidential campaign in the United States - Kennedy vs Nixon - was held. Seventy million people watched the debate on TV. The debate pre-empted the very popular Andy Griffith Show.
In 1986, in the year of Joseph Spina's passing, on September 8th, the Oprah Winfrey Show went into national syndication. A popular talk show, it was number 1 in the ratings since its debut. The last show aired on May 25, 2011.
