In 1859, in the year that Josiah James Walter Flintoft was born, on February 27th, US Congressman Daniel Sickles shot and killed Philip Barton Key - a US. District Attorney and son of Francis Scott Key, writer of the national anthem, for having an affair with his wife. Sickles claimed temporary insanity - the first to do so - and was acquitted.

The Revenue Act of 1861 was rescinded in 1862 but from 1861 through 1862, a flat tax was charged - 3% - on all income over $800, which included only 3% of households. In 1862, a broader tax was enacted.
