In 1921, in the year that Joyce Scalisi was born, in May, the Emergency Quota Act - or Emergency Immigration Act - was passed. The law restricted the number of immigrants to 357,000 per year. It also established an immigration quota in which only 3 per cent of the total population of any ethnic group already in the USA in 1910, could be admitted to America after 1921. Although the Act was supposed to be temporary, it stayed in effect until 1965.

In 1933, when she was only 12 years old, Frances Perkins became the first woman to hold a cabinet-level position, appointed by President Roosevelt to serve as Secretary of Labor. She told him that her priorities would be a 40-hour work week, a minimum wage, unemployment compensation, worker’s compensation, abolition of child labor, direct federal aid to the states for unemployment relief, Social Security, a revitalized federal employment service, and universal health insurance. President Roosevelt approved of all of them and most them were implemented during his terms as President. She served until his death in 1945.

In 1948, she was 27 years old when on January 30th, Mahatma Gandhi was assassinated in New Delhi by a member of a Hindu nationalist party who thought that Gandhi was too accommodating to Muslims. The man, Nathuram Godse, shot Gandhi 3 times. He died immediately. The shooter was tried, convicted, and hung in November 1949.

In 1973, she was 52 years old when on August 15th, amidst rising calls for the impeachment of President Richard Nixon, Congress imposed an end to the bombing of Cambodia.

In 1989, Joyce was 68 years old when on January 20th, George Herbert Walker Bush became the 41st President of the United States. Previously Ronald Regan's Vice President, he ran against Michael Dukakis and won the popular vote by 53.4% to 45.6%.
