Julian Deforest Chapman 1897 - 1951

Julian Deforest Chapman was born on October 6, 1897 in Bear Lake, Warren County, Pennsylvania United States to Olive Harriet (Johnson) Chapman and William F. Chapman, and had siblings Iva Louise (Chapman) Pell, Marion A. (Chapman) Hamilton, Eugene Deforest Chapman, Edna Bell (Chapman) Awald, Muriel William Chapman, Fay Oliver Chapman, and Herbert Francis Chapman. Julian Chapman died at age 54 years old in 1951.

In 1897, in the year that Julian Deforest Chapman was born, on September 21st, editor and publisher Francis P. Church responded to a letter to the editor from Virginia O'Hanlon, 8 years old. Virginia's father had told her that "If you see it in The Sun, it's so." So she wrote to the Sun, asking if there was a Santa Claus. Church responded with the now famous editorial "Yes, Virginia, there is a Santa Claus".

In 1913, by the time he was 16 years old, ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.
