In 1920, in the year that Kelvin Sidney Lippiatt was born, the Volstead Act became law. Formally called the National Prohibition Act, the Volstead Act enabled law enforcement agencies to carry out the 18th Amendment. It said that "no person shall manufacture, sell, barter, transport, import, export, deliver, or furnish any intoxicating liquor except as authorized by this act" and defined intoxicating liquor as any beverage containing more than 0.5% alcohol by volume.

In 1942, at the age of 22 years old, Kelvin was alive when from January 7th through April 9th, the Battle of Bataan was fought in the Philippines. At the end of the battle, the U.S. and Filipino forces surrendered and a three-year occupation of the Philippines by Japan began. Between 60,000 and 80,000 American and Filipino soldiers surrendered and were marched around 60 to 69 miles - most were beaten, abused, or killed. Named the Bataan Death March, it was later declared to be a war crime.
