In 1921, in the year that Launa v Frank was born, in May, the Emergency Quota Act - or Emergency Immigration Act - was passed. The law restricted the number of immigrants to 357,000 per year. It also established an immigration quota in which only 3 per cent of the total population of any ethnic group already in the USA in 1910, could be admitted to America after 1921. Although the Act was supposed to be temporary, it stayed in effect until 1965.

In 1945, Launa was 24 years old when on February 19th, US Marines landed on the island of Iwo Jima and the Battle of Iwo Jima began. Lasting 5 weeks, it was some of the bloodiest and fiercest fighting in the Pacific theater during World War II. The occupying Japanese forces were heavily armed and there were 21,000 Japanese soldiers on the island at the beginning of the battle. Only 216 Japanese soldiers were captured afterwards - the rest had been killed in action or committed suicide. 6,800 American soldiers died but the Americans took control of the island.
